We call out alloy banding and microsegregation acceptance per NADCA #229-2011 in our material specifications for tool steels.  Some of our steel suppliers are questioning this saying they never see this call out from their other customers.  We are not in the die making industry but we use tool steel widely for our components.  Does anyone have any recommendations regarding this?  Thank you.

Great practice! You're doing it right - we've seen way too many failures from poorly made steels where those are the culprits. I often recommend similar requirements for our customers. If you want more info, contact me at josh@uscorrosion.com

Your specification is right, especially since tool steels have a low fracture toughness; you do not want that fracture toughness is further lowered by banding or segregations if the principal stress is normal to these features.

Why don't you use ASTM E1268 for assessing the degree of banding within the microstructure? I have not read NADCA #229-2011 standard, but it would be interesting to know if it is similar to the ASTM one.

Thank you all for your valuable suggestions.  I am not familiar with ASTM E1268 but I will look it up.  Thank you again.

NADCA's / North American Die Casting Association's specification is detailed and will result in consistent high quality H-13 steel.  The major H-13 makers all are very aware of the standard.  You don't have to call out the testing portion of the specification which can be expensive, just ask that the steel meets the specification.
